When would it be appropriate to apply Reynolds Number when analysing offshore jackets?

I understand that it is a coefficient that modifies the drag force on a member under wave/current loading

Would it be considered appropriate in Inplace and/or fatigue analyses for example?

Reynolds number does not modify the drag force directly. Reynolds number is an indicator of whether the flow of fluid around the structure is laminar of turbulent. From the magnitude of the Reynolds number and whether laminar/turbulent you can determine the drag coefficient/shape factor to be applied.So yes it would be appropriate to use for the fatigue assessment.
