OCB didn't open and 2 single ph units failed, cooked, released oil and caught on fire, megger in kOhm, TTR no reading. Insurance wants to pay only for rewind. I am trying to beef up the spec to ensure quality materials, labor and testing. Please provide your suggestions for rewind with the most sophisticated methods and materials regardless of cost, test sequence, cleaning, PD, etc. Also, if unit's Z changes more than +/-3% after s/c test is there a penalty for it or compensation?
