Retaining wall you drive on containing a culvert

What is your opinion/advice concerning a retaining wall intended to carry traffic and has a culvert carring water underneath it?
 
not recommended, but if you do - you need an approach slab to minimize the "bump" when you drive over it...
 
Can you provide a sketch?

A structural engineer can design the ret wall such that no additional loading is transferred to the culvert/storm pipe. A sketch would really help.
