restriction orifice

I have a system where there is a manual valve that vents to flare. Is it best to place the restriction orifice upstream or downstream of the valve? does it matter?

To a ChE, the glass is always full - 1/2 air and 1/2 water.

And the answer is: If you have a common flare system you cant do inspection/maintenance on the orifice if you place it downstream the valve unless you shut down your whole plant completely (no pressurized vessels).
