Replacing 600A,2400vac Oil filled Circ. Bkrs.

I am looking for Justification to replace 4 1964 West. Oil filled CB's. They were refurbished in '93, but every so often refuse to start. I am worried about spare parts, and although the oil has been replaced, about leaks. I assume the 93 oil is flame resistant. These are outdoor units all free standing with top mounted bushings. What safety reasons can I justify if any, and is it justifiable to spend $44K to replace the 4 with Vaccuum CB/s and a Main?

It appears that more information is needed; especially, what is connected downstream, and the safety (or economical) impact of the Westinghouse oil CBs malfunctioning. Probably, oil leaks might be fixed inexpensively as part of their routine maintenance. [sig][/sig]
