can someone explain to me this sentence how to detrminate that the defect affect the leak tightness
<All the defects detected during the tests shall be recorded and repaired, then pressure test must be re-executed.However, when the defect does not affect the leak tightness>

I would read this as meaning that if there is a defect, but it doesn't affect the pressure containing elements, then you don't need to do another test.

One line is very easy to misunderstand and it is not clear what these "tests" are? Only hydrostatic or are there other tests.
 
Mostly, non-pressure parts welded to pressure parts and seal welds for pressure-retaining handholes and inspection plugs are considered non-critical, but this may depend on the code you are following.

Even if the re-hydro test may not be mandatory, there are certain restrictions in the repair regarding allowable materials and welding. Also, NDT after repair welding may be necessary, again depending on the code you are following.
