renovation /new roof frame

I have a client who made modifications to a existing bldg. on his own (dumb) ,1 story old blgd. 18" thick brick wall approx. 15 feet high ,orginal roof leaked ,he puts a new roof over the old roof ,he placed a ledger beam attached to brick wall by expansion bolts then framed new roof onto the ledger beam, tin roof materials.County bldg. officals found out so he's looking for remedy,anyone know of a reference code we maight look at . thanks
 
The replacement roof structure generally must meet the building code for the area and must be designed for wind loads, snow loads, rain loads, and possibly seismic.

The roof structure must drain to comply with most existing codes.
 
Oops! Plus dead loads and live loads other than those noted.
 
Not to be too clever, but you're going to be hard pressed to find a building code that allows for undesigned, unprofessional work.
Maybe if you make drawings and have a structural engineer review the work, he can get away with minor or no changes.
 
Can it be considered as minor work to an existing building; jurisdictions vary.

Retrofits such as this are heavily engineered, but rarely bringint the structures up to existing specs. Did a couple in downtown Everett in thelast five years and wo3rked with a spec totally different than the IBC.

Afterset bolts are a nono - thru bolts are best, with plate washers and ties to the roof/floor joists. Seldom get the floor diaphragms to meet the 3.5:1 ration, so have to add frames or shear walls.
