Remediate Petroleum Contaminated Soil

Have 5,000 cy of petroleum contaminated soil that needs to be remediated, TEPH is 134,000 mg/kg at upper end of specturm. Soil is clay with high PI. How effective and costly would thermal soil treatment process be? Landfarming has been discussed would this be effective, time period involved? Impacted soil is located in Colorado Front Range Area. Are there any other options that might be available? Time is a concern. Thanks for any input.

Did you consider asphalt batching? Cost is around $60/ton
and $20/ton for replacement fill.
 
Options we have used for the same scenario include aforementioned asphalt batching.
We have also used an on site stabilization/blending process with No. 6 Fuel oil contaminated soil. Subsequent to processing, the excavation was backfilled using common borrow to an elevation of several feet above the water table. The stabilized soil was then placed above that.
We have also excavated and sent petroleum contaminated soils off site for thermal treatment to be used in fuel blending.
Finally, we have contracted with vendors for on site thermal treatment of oil contaminated soils.
 
Thanks for the input, at this point we are looking at hauling out the dirtiest dirt and blended the rest.
