Reinforcing Required for an elevated platform on top of a concrete slab on grade 1

I am working on a project where a two narrow concrete slabs are to be cast in place on top of a slab on grade to allow vehicles to be inspected from underneath. I have attached a sketch to clarify the design concept. I am unsure how to determine the reinforcing that is required.

Minimum reinforcing each direction, say .002 (.2%) reinforcing ratio.
 
Depends on if you want to control cracks. If you do, you would need more longitudinal reinforcement, because the existing slab will restrain the new slab.
 
170 is not much for inspecting the underside of vehicles. They're not going to put a pit here are they?
