Reinforcement calculations B31.3 (2-Sin (beta))

Does anybody know where does come from the (2-Sin(beta)) factor in B31.3 304.3.3??
I can explain geometrically (1-0.5*Sin(beta)) but do not know how to explain the 2, maybe a safety factor?? Thanks
