Regulations for emergency fuel storage tank

After Hurricane Ike, we decided to have 500 gal of on road fuel storage tank at our chemical facility(pasadena). These tanks will only be filled when we see/predict a hurricane or major tropical storm in gulf coast.

What are the regulations required by TCEQ and EPA. Any references or codes ?
