Reference for Deflection limits for transportation carts

I need to find a reference/standard for deflection limits for non-building items.
The AISC and IBC seem to be in tune with buildings and dwellings.

I'm being asked to validate a transportation/handling cart for an Aerospace project.
L/360 is the typical beam criteria, but the cart/tool we are repurposing (based on the customer's request) is from the early 60's.
I don't think it was ever analyzed for stress, tipping or deflection.
Can someone point me in the right direction? Or is L/360 the valid criteria to use for a transportation/handling cart?

I imagine local OHSA codes will define loads ?

I'd've thought whatever stiffness is practical.

is it a luggage or passenger cart ?
if passenger, then design like a car ? Though there are obvious differences.

Who is certifying this ? the airport ?? the local regulatory group ??
does the FAA have an AC for ground carts ??

another day in paradise, or is paradise one day closer ?
