Rectangular relief between the flange and the flat portion of the same edge

How can I put a rectangular relief in the shown corner between the flange and the flat ?
FYI, Using Creo parametric 2.0. Material thickness is .109375 inch and 90 degree flange size is 1.5 inch

Please let me know if anyone can figure it out .
