rebar lap splicing

Is there a rule of thumb when lap splicing rebar? For example is if i am installing rebar in a foundation footing, using #4 rebar, what should the lap be when i am installing many rebars the length of the footings?

40 times the dia. of the rebar seems to be what i remember.
