Rebar dowel shear bar

For rebar (say #4 or #5 bar) being used as a shear dowel for concrete floor deck, are the equations for shear capacity the same as anchor bolts? This is being used to transfer diaphragm forces to cmu shear wall. I attached a pic I found online. Thanks
 
This short horizontal bar is far less needed for shear rather than just to keep the PT plank from separating from the CMU wall - the same condition as anchoring a wood joist to a concrete wall.

I believe the concrete section itself would provide adequate shear in most cases with out the steel having to be being considered.
