Reasons For Using Copper?

I'm looking for specific reasons as to why copper would be used for welding carbon steel. In this case piping of a nuclear power plant.
 
They may be thinking in complete watertightness...yet the corrossion problem maybe too great. Really only continuously present sacrificial electrodes to both steel and copper should ensure this thing may work. I am not privy to the arcanes of nuclear piping...so, why not to ask the specifier?
