reactor start-up with depleted neutron sources

i have participated in a reactor start-up from this condition before. however, the regulator appointed to assess the latest one i am involved in seems uneasy. Maybe i am too close but i feel the process is well defined. I would be interested in the experience of others who have had to satisfy the regulator over such a start-up. The reactor in question is a low rated gas cooled reactor.
