I recently visited a precast concrete yard and noticed they were using round/undeformed rebar for their RCP's. Is this a common practice? I was under the impression that deformed rebar would be required for these pipes.
 
the pipe is certified by d-loading and as long as it meets the required d-load than who cares if the steel is deformed or not?
