Rate of Change Alarm on Automated Movement

One of the pieces of news that came out of Buncefield explosion was that the level indicator was stuck during the movement (filling task). This was of course in addition to the HHLL switch not working.

I would expect that there should have also been a rate of change alarm (in this case, lack of rate of change) on an automated movement, or is that just me?

I agree with a rate-or-change alarm.

We have done this for many years now. If the tank level does not change X amount in X time when we are filling, or emptying, there is an alarm.

In addition, if a tank level is changing when we are not filling/emptying the tank, there is an alarm.
