radial displacment in Patran with tet elements

I have been trying to figure out how to apply a radial displacement on a tube surface that is done with tet elements. I have an interference fit from the tube to a plate and I will split the difference and apply to both the tube and plate to determine the stresses.

Ideas or examples? Thank you in advance.
