QW 410 (WPS)

Good days.
If we have a grove in V to be welded with one GTAW pass in root and three SMAW's passes for landfill: is it necessary to t consider (For the WPS) simple for GTAW and multiple pass for SMAW? Or it is considered to be the total grove without discerning the two welding process used for weld?
ASME IX QW 410 is not clear about this

It is a multiple pass weld.
