Does anyone know of any manufacturers that make a "live swivel" vacuum fittings? What I mean by "live swivel" is that the fitting can swivel freely when under a vacuum.

...Short answer is yes, ....but size, connection type, pressure class (for pipeline ) number of turns per time unit, material fequirements, surrounding and temperature, and application (other use than vacuum /air) essential before advice can be given.
Google for rotary joints and see for instance
