"Elocone" Nuts for Short Anchor Rods

Has Anyone used a product from Canam that goes by the name of "Elocone Nuts"?

The contractor has submitted a cover letter, testing summary and a test report put out by The Department of Civil Engineering and Applied Mechanics at McGill University in Montreal, Quabec, Canada, with regards to this particular product. Essentially, it is a threaded coupler with a sleave on one end and a standard hexnut type of head on the other.

The literature promotes it as a way to correct problems with short anchor rods in base plates by engaging the rod below the top of the base plate, while still serving it's purpose as a nut above the plate washer.

I have never heard of this product, nor can I find any information about it on the web. The report is dated April 2004 so it may be too new to be widely used. Can anyone give me any information on this product or something similar? It's a neat concept and almost sounds too good to be true.

From your description it sounds like a 'sleeve nut'. My experience with them is that failure is problematic if the 'nut' portion is not fully engaged by the bolt/stud threads. New technology for construction, perhaps...not new in automotive.
