Question about risk categories

Hello,
My company is designing a courthouse that does not have any holding cells or other facilities that would require a risk category iv construction. In a recent meeting we were informed by the architects that the local county was wanting to add a backup 911 call center. I am thinking that since it is an emergency preparedness/communications center it would fall under the risk category 4, despite the center will not be manned full time but only when the main center is down.
I would like to know what the rest of the community thinks about what a risk category would be for a backup call center.

Yes, risk category 4 would be my default for that scenario.
 
Yes, RC 4 would be appropriate. To save on costs, they may want to split that part of the building out and design only the 911 call center as RC4. I'd look at ICC 500 for some methods of doing that if you need guidance.
