Could anybody advise what is the difference between 3.0; 3.1 and 3.2 certificates?

I never heard about 3.0 certificates.
3.1 and 3.2-certificates are defined in EN 10204.
3.1: certificate estabished and signed only by the manufacturer
3.2: certificate signed by the manufacturer and a third party (notified body, classification society,...) witnessing the production.
For more details you should look into EN 10204.
