PWHT and Heavy Barrel Flanges

Hello all,

I have to install some 12" and 10" Diameter Heavy Barrel Flanges having a WT of 2" - 3". These flanges are going on a slugcatcher and I'm wondering if these type of stub in require PWHT. The connection details shows partial penetration any help in this matter is appreciated

More information is needed. Material type, weld type/size, and governing code would be a good place to start.
