Anybody know of a developed inexpensive Pump Off Controller? All the ones I've seen are $2,000 or more.

Do you mean level controllers? If so Endress&Hauser make vibratory fork level switches will be in the range of $60 per number.

Simple level switch on/on should be very cheap to get (with no requirements on quality) - they are used even in domestic applications (in areas where its coomon to have a local "buffer" tank because your supply is unreliable).

Electric:
Comeau in Canada makes them. They are now owned be Schlumberger. Price will depend on the level of control you want and the type pump you are operating (rod, PCP, ESP, etc...)

Gas:
Look at Murphy control in Tulsa Ok. They have a web site.
