Pump Flow and Exchanger Potential

I wrote recently with a heat exchanger fouling issue that people helped me with.

I understand the fundamental rules: Q = UA LMTD and Q = m x Cp x dT

but someone pointed out to me that fouling will cause the time element to change by reducing pump flows.

I have two questions relating to this -

1) If a heat exchanger surface area is known and the lmtd how would you calculate optimal flow if you know the specific heat values?

2) If you know the above is it possible to work out the maximum heat transfer of a heat exchanger? Like its rating for transfer in kwh or similar?

I would like to know this to help with sizing pumps and also to help me work out a business case for justifying up sizing a heat exchanger to transfer more heat
