Pull out tests and anchorage length of bars in a beam

Is it possible to use the result from pull out tests to determine the anchorage length of bars in a beam ? The pull out test is for a bar in a concrete cylinder with a fixed diameter, and the concrete is in compression. The anchorage of the bottom bar in a beam has different surrounding concrete conditions (not cylindrical as concrete cover normally small) and the surrounding concrete is likely to be in tension.
