Prying Action

If I have a beam with a bolted moment connection on the flange of a column, say this beam is a W8X18 and it is welded to a 3/4" plate, and there are two sets of bolts above the beam flange and two set below the beam flange, just like a typical moment connection off the side of a column. Do I have to take in to consideration the prying action?
