Protruding off of a base solid at an angle

Hi, I'm working on a Solid Edge V18 assignment. the object has a base and then another piece protruded off of it at an angel, I have the base made, but I have no idea about the part comming off of it. The question I have is if any one knows the best way of protruding of of a surface at a particular angle?
