Propane used for generator

Can someone please explain the process of using propane as the fuel for a generator.
For instance:
The propane is brought to the site in a truck as a liquid, then pumped into a 1000 gallon storage tank. Then.....

What is the phase, temp and press at the different stages?

Does "Rated at 250 psig from -20 F to 125 F" mean it is safe to store something up to 250 psig anywhere in that temperature range?
