I'm trying to figure out how to accomidate this setup

Main Task
MainSubTask A
SubTask2
SubTask3

MainSubTask A
SubTask1

This is repeated many many time.

The way we operate is the MainSubTask could span 3 months
The Subtasks may have an estimated work time of 10 hours
The Actual work to complete the task may only end up being 5 hours.

How to I set Project 2003 to maintain the est. 10hrs (budget) and show the task as complete at 5 hours.

Currently if I set the task to 100% complete the actual hrs switches to 10hrs. I want to show completed in 5, budgeted 10, and the task is complete.

OK...here is how I would handle this:

You have a task that spans a Duration of 5 days and consists of 10 hours Work. This is the plan. So before moving forward I would do two things:
1. Because you are focusing so much on Work, I would change the Type for this task to Fixed Work.
2. Save a baseline.

Now you begin execution. You discover it only takes 5 hours worth of Actual Work to complete this task. I would add the columns to my Gantt Chart View of Actual Work and Remaining Work. In the Actual Work column input 5. In the remaining Work column, input 0. The % Complete for this task just changed to 100%. Caution: Your Finish date more than likely just changed. So your next step will be to update the Duration of this task to reflect the correct Finish date.

The task now shows %100 Complete. If you examine the Actual Work column it shows 5 hours. If you add the column Baseline Work to this view, you will see 10 hours for this task. I think that will meet your needs.
