Does the project management cost cover the overhead cost of a project?

Please help!!

All companies have their own way of costing out a project. Not all are the same.
It also depends on the definition of "Project Management".
"Project Management" might only mean only the one person who heads up the project.
On the other hand it might mean the business plan and the full function of "Project Management" of a total project.

You need to ask more questions of the person form whom you heard this term and find out what they meant.

We generally "wrap" overhead across all heads, so that the contract rate is a multiple of the base salary.

But, obviously, it depends on what you mean by "overhead."
