No -- profile of a surface only controls the feature that it's tagged to, unless you have modifications such as the "between" symbol, the all-around symbol, the all-over symbol, or a general profile note.

In your sketch, profile #2 controls only that flat surface. Profile #1 has the all-around symbol, so it controls the four surfaces but it does not spill down into the holes.

So for complete coverage by one FCF, you might want to consider ASME's all-over symbol (two small circles). Of course, that would necessitate some extra basic dimensions.

So the profile of a surface will control only the surface(s) where leader line is attached. This profile tolerance will not control any other features in the interested surfaces like holes in drawing.
