what the best book cover the design of produced water treatment system (water produced from formation in oil and gas industry), and is there any software help in that.

Don't think there is any universal approach to the design of produced water treatment systems. Because of that, there is probably no software or book (maybe a chapter).
 
The Nalco Water Handbook 2nd Edition has a couple of chapters that might be of use to you.

the book Produced Water Treatment Field Manual by Maurice Stewart & Ken Arnold cover this subject , but i'm interested to know if there is software to handle this subject
