Dear sirs:

Different Desing Dlta T are frecuently or advisable, as this case i have found:

Primary Delta T. 12.00 ºF, Secondary circuit: 10.00 ºF. ?

Not sure exactly what the question is, but Yes, one of the points of a primary/secondary pumping schemes is to allow different delta-T's on the two loops. This is primarily because chillers and boilers are relatively fixed in their delta-T's, but the users (coils, etc) are desired to operate over wider ranges.
 
From a generic perspective, delta T's are also potentially driven by mechanical constraints, i.e., there may be insufficient area in one portion of the circuit, thereby requiring a higher delta T to remove the heat, while at the other end, there's plenty of room and a lower delta T is required to account for the overall system delta T budget.
