How do we design longitudinal regular rebars (non-prestressed rebars) to resist the tension stress at top flange, need references / link.

There's an example of this in the 7th edition of the PCI handbook (and probably earlier editions, but that's what I have in front of me.) 5.2.2.4, pg. 5-24
It's relatively simple. Find your max tensile stress, use this combined with neutral axis depth to calculate the total tension force, and provide sufficient steel to resist it.
