Hi all, trying to find a method of delivering water @ 2.5 lt/min to test pressure drop a module. I need measure the pressure that is created from the water deing pumped through the inlet and outlet ports. The pressure bieng created will be approx 30 to 60 kPa. Thanks in advence

Your 60 kPa (8.7 psi) sounds like it could be handled with ordinary household or municipal potable water supply. The flow rate is within a household faucet capacity.
It seems that the instruments that you need are a flow meter (your Dwyer flow tube), and a pair of pressure gauges (or piping and valves to select either the upstream or the downstream pressure tap.) Keep the pressure taps /gauge locations at the same elevation to avoid adding in-accuracy of head difference.
If a number of modules need to be tested on a production basis, then you might want to assemble a testing system with a pump and instruments. An elevated head tank at 8 to 10 meters along with a run down tank following the test module would allow re-cycling the water with a return pump. If you only have space for a single water tank, then the pump will need to be sized for the test flow and pressures.

Ap2C2Kp is on the money. Sounds like you need a flow controller. Depending on your required accuracy, a simple variable restrictor may help. Google "Maric"; it may help.
