Pressure part weld or Not that is the question?

We need to weld lugs on the OD of the flange.

Is this weld considered pressure part welding?

The only real question is

Does the flange contain pressure?

yes it does.

so the weld is considered welding to a pressure containing part even though the weld does not contain pressure

If this is going to be a repair, The AI should consider this a minor routine repair and should not require a HydroTest.

But you should write a procedure on how you plan on going about making the weld, the WPS to be used, and the NDE you plan on performing.

I disagree. You are allowed to weld on fittings and pipe under B31.3. If you need off set shoes on the pipe and fittings, go ahead. If you need a lifting lug, go ahead. An AI isn't required, but I'd do some test (like weld the lug on and the lift the flange with two other blanges bolted to it) to make sure the lug and weld are strong enough to hold the flange up when lifted.

dcasto, since this was listed in boiler and pressure vessel engineering section, I felt that it was a safe bet that this was a boiler or vessel and that ASME Vessel rules would apply and not b31.3 piping codes
