should engineers stamp preliminary plats, or should this work be done strictly by land surveyors.
 
Most surveyors I know do not stamp anything but the Final Plat, and it should only be stamped by a licensed surveyor. If they are forced to sign anything that is not final, they will but a "preliminary" stamp on it, just like engineers do (or at least should do).
 
i don't see a problem in having the engineer stamp the existing conditions and the surveyor stamp the boundary survey, assuming both are complete. i can only see the benefit to this when dealing with review boards where the community is active about issues like wetlands.

Permitting negligence can fall back on the CE of record (assuming permitting is part of the scope of work in your contract). The stamp should symbolize the completion of both the engineering design and the permitting process. Permitted drawings should stay as presented in the records of the permitting body. the engineer gets no benefit from "bait and switch" permitting since the permanent record exists. Tell the person who wants it that.
