Precast Wall Panel Connected to Steel Frame

I have seen an ongoing project in Toronto using precast wall panels as cladding connected to steel frame. The connection uses a kind of spacers which are new to me.It seems like transparent plastic material.

Would anybody familiar with this give any clues about what material it is? And how do Canadian standards provide design and construction guidelines on the connections for precast wall panels in use of this material.

I think those are some type of high density plastic shims.
 
"Korolath" is one company that makes plastic shims.
