Post Tensioned Soil Anchor - No Free Length

Is it possible to post tension a fully grouted (no sheathing) soil anchor? Hope I can hear your thoughts. Regards.
 
If you try that, two things can happen, and neither will achieve the desired result.

1) The strand to grout or grout to soil bond fails near the stressed end, with the cracked grout leaving the strands unprotected.

2) The load is taken near the wall, not deep within the earth mass, thus changing the way the system works. 1) can follow.

In summary, not acceptable practice.
