hi everyone in designing one way pt(post tension) slab with pt beam spanning in the longer span direction,does it need to consider torsion for the edge pt beam.In PT design,I think designers don't consider torsion.My question will be easy for you but for me I don't know why..

Depends on the span of the One way beam. You are not required to design for torsion as it is compatibility torsion (not needed for equilibrium), but I think it is always good to provide torsional reinforcement for threshold torsion, which will help with crack control.

thanks one more thing in case of long span edge beam if the tendon inside the beam has eccentricity from support,there will a moment (uplift force from tendon x distance from support).Does it help reduce the torsion.

No, that will end up producing weak axis moment. I don't think I have seen a beam designed with tendons symmetric about the transverse axis of the beam.
