Possible Complete Penetration Weld

I have a 3/8" A36 plate to be joined, on edge, to a 1/4" A36 plate for a Silo shell. The plates will be flush on the inside. The design drawing states a bevel groove weld on the exterior, beveling the 1/4" plate, and then a square groove weld on the interior. Thus giving me a complete penetration weld at the joint.
The fabricator wants to reduce his time by not preparing the plate for the bevel groove, and simply using an 1/8" fillet in it's place. Keeping the square groove inside.

Would this quailfy as a complete penetration weld? The fabricator states that the square groove is good for 3/16" effective throat, and the fillet will penetrate the 1/16" to make it a complete penetration weld.

No, this does not qualify as a full penetration weld. It would be a partial penetration weld based on your description.
 
it's possible to get a full penetration weld in a square groove through 1/4" plate using the 1/8" fillet as a backer and have a wide gap between the plates to make the square groove. Note that I said possible and not knowing the fabricator/welder I would be suspect of it being a full penetration weld without using ultasonic examination to verify the weld.
