Position tolerance from a single datum 1

The axis of one hole, which is the datum, to another hole.

The feature control frame says 0.1 to [-A-],[-B-],[-E-]. A 42.5 Basic leads from diameter A-E to the perpendicular center axsis of the other hole.

For purposes of capability studies does the 0.1 mean the entire tolerance zone? And if that is the case should the delta between the true center and the datum be doubled.

 
Maybe I was a bit wordy. Do I double a position tolerance even if it is from one datum, not diametrical?
