Position of the three way valve

Hello everyone,

I am working in a combined cycle power plant. I had some question about the design and did not find an answer.
We have a heat exchanger (for anti icing systems) working with a three way valve. But I was wondering why the three valve was placed downstream the exchanger. What would be the difference with the valve placed upstream ?

My first opinion was this configuration, we can be sure there will be always water inside. Am I right ?

Depending on the process, the valve is placed downstream to avoid thermal shock on the exchanger (keep the exchanger full).

Valve placement may also depend on physical location: Is the inlet on the top of the exchanger or the bottom? Is the outlet on the top or the bottom. (In general) placing the valve on the bottom to keep the exchanger liquid full is best.
