Pneumatic Test - UW50

Hello,
As per UW-50 prior to a pneumatic pressure test being conducted all welds around openings shall be PT or MT.
Can anybody clarify that, Does this PT or MT needs to done at Inside or Outside of openings?
Any code reference?
