Pneumatic Cylinders as Air Pumps

Hello everyone!

I am currently working on a way to covert the translational energy in waves, generated by a floater on the surface of waves, to a rotational energy which can be stored in a flywheel. I had thought of a solution that would use the translational motion to drive an air pump, which would pump the air into a turbine and the turbine's spinning motion would then accelerate the flywheel.

My question is whether I could use a pneumatic cylinder as a pump, that is driven by the translational motion of the floater.
