After inserting a scanned raster image into Acad drawing file and a plot file is written, the resulting plot does not contain the raster image, only its border. Is there a way to write plot files which contain raster and vector images and then to plot them O.K.?
 
I don't think this possible for rasters.
But have you tried to plot to a DWF format, instead the PLT file. It only requires others to have Volo View Express to plot. And Volo is free.
 
It is not the plot file that is the problem. You probably have an incorrect setting parameter somewhere. Check the obvious--layer isn't set to not plot, pens are not 0.00mm, etc. Also the plot preview in Acad2000 shows exactly what is going to print. If the image doesn't show there, then it is a setting in the drawing or config. If it does show then ???; it may be the printer.
